Canadians have worn a mask, stayed home, and gotten vaccinated to keep each other safe. They’ve been resilient and determined in the face of the COVID-19 pandemic, and they deserve a real plan that will create jobs, grow the middle class, and build a better path forward.

Together we will:

  • Finish the fight against COVID-19 by supporting proof-of-vaccination credentials and mandatory vaccines for people travelling on planes and trains;

  • Keep Canadians healthy with transformative investments in the strength of our universal, public health care system, in primary care, long term care, and mental health;

  • Accelerate climate action by creating new green jobs, cutting pollution in the oil and gas sector, and making our communities cleaner with zero-emission vehicles;

  • Make everyone pay their fair share, including big banks and the wealthiest Canadians;

  • Create safer communities by toughening our laws on banned assault weapons and supporting provinces and territories that implement a ban on handguns;

  • Help Canadians find a home of their own by creating a rent-to-own program, protecting the rights of Canadians and taking action against speculators, and saving first time homebuyers up to $30,000;

  • Deliver $10 a day child care and create more childcare spaces in Quebec;

  • Build a fairer Canada by fighting systemic racism and discrimination, and combatting hate in all its forms; and

  • Walk the shared path of reconciliation

  • And more…

This is the future we’re fighting for. We can’t go backward. We have to keep moving forward. And together, we have to do the hard work to build a better Canada — for everyone.

Liberals move forward to get the job done on vaccines and finish the fight against COVID-19

Keeping Canadians safe and healthy requires real leadership, and that’s why we’re making sure everyone on a plane, train, and cruise ship is vaccinated.

If we want to get back to the things we love and build a better Canada, then we need to finish the fight against COVID-19.

A re-elected Liberal government will move forward with mandatory vaccinations for travellers on planes, trains, and cruise ships, pay for COVID-19 proof-of-vaccination credentials for all provinces and territories that step up, and ensure we have enough vaccines for all Canadians to have access to COVID-19 booster shots.

Without strong leadership on vaccines, our kids won’t be safe in the classroom, our businesses won’t grow and thrive, and all Canadians will be at risk.

Liberals move forward to improve mental health care for Canadians

Mental health is health.

Half of Canadians say their mental health worsened throughout the COVID-19 pandemic, and it’s clear that we need better mental health services to ensure we recover from the pandemic in a way that is fair and inclusive for everyone.

A re-elected Liberal government will support better, more accessible mental health care for all Canadians.

Working with the provinces and territories, we’ll help deliver high-quality, accessible, and free mental health services across the country by providing stable, permanent funding through a new Canada Mental Health Transfer.

We’ll also ensure all Canadians have access to mental health crisis and suicide prevention services through a national three-digit hotline, and support students on campus by hiring 1,200 new counsellors.

And because we’ve seen the line between work and home become even more blurred throughout the pandemic, we’ll work with federally-regulated employers and labour groups to co-develop a new policy to support the right to disconnect for workers.

We’ll move forward with better and more accessible mental health and wellness services — for everyone.

Liberals move forward to protect Canada’s freshwater

Canada is home to one fifth of the world’s freshwater. It’s essential to our health, well-being, and our livelihoods, and as Canadians, we have a responsibility to protect it.

As our lakes and rivers face increasing threats from climate change, toxic chemicals, invasive species, and new pollutants like plastics, we need to increase our efforts to protect these critical resources.

A re-elected Liberal government will move forward with a plan to protect our freshwater, creating and protecting good jobs, fighting climate change and habitat loss, and ensuring cleaner, healthier communities for Canadians.

We’ll implement a strengthened Freshwater Action Plan to protect and restore large lakes and river systems, modernize the 50-year-old Canada Water Act, establish a Canada Water Agency to coordinate the management of Canada’s freshwater with our provinces and territories; and invest in freshwater research.

Cleaner, healthier freshwater is good for our environment, good for our economy, and good for all of us. Let’s keep moving forward, for everyone.

Liberals move forward with better housing and mental health services for Indigenous Peoples

The legacy of colonization, residential schools, and intergenerational trauma continues to impact the lives of many Indigenous peoples. Many of these communities still face obstacles when trying to access safe and culturally appropriate mental health services, and adequate housing.

A re-elected Liberal government will work to close the gaps in housing and mental health care for Indigenous communities with Indigenous-led solutions.

We’ll co-develop a new Indigenous Urban, Rural, and Northern Housing Strategy, and Canada’s first-ever National Indigenous Housing Centre, and continue to invest in a co-developed, distinctions-based mental health and wellness strategy with First Nations, Inuit, and Métis Nation peoples.

Working together in partnership to create fairer and culturally appropriate services for Indigenous peoples is key to advancing our country’s efforts in reconciliation. We have a real plan, with real commitments, to work with Indigenous Peoples and communities to close gaps and move forward for everyone.

A Cleaner, Greener Future

Climate change is the greatest long term threat of our time, but it is also our greatest economic opportunity. We have the skilled workforce, innovative spirit, and natural resources at our fingertips to succeed, and our plan has created new jobs and growth across Canada.

Conservatives like to say that you have to choose between growing the economy and protecting the environment. That’s a false choice that leaves workers behind and our future in danger.

We know that a serious plan for the environment is a plan for the economy. That’s why our plan for climate is a jobs plan.

A re-elected Liberal government will move forward with an ambitious plan to accelerate climate action for more jobs, cleaner communities, and less pollution.

We’ll cut pollution by building a net-zero electricity grid and ending thermal coal exports, create cleaner communities by making it easier and more affordable to own a zero-emission vehicle, and create new jobs in the clean economy while supporting all workers so that no one is left behind.

A cleaner, and greener future is within reach, we need to keep moving forward.

Ending Plastic Pollution and Cutting Waste

Canadians are tired of seeing plastic litter our oceans, rivers, lakes and parks – and harming the wildlife that call those places home.

We’ve already taken real and meaningful action to cut plastic waste by banning harmful single-use plastics and improving recycling across Canada, but we know there’s more to do.

A re-elected Liberal government would continue to move forward and keep plastic out of our environment, cut waste, and create 42,000 jobs by:

  • Ending plastic pollution by 2030;

  • Collecting and recycling more plastic beverage bottles;

  • Requiring all plastic packaging to be 50% recycled plastic by 2030; and

  • Making producers responsible for recycling plastic waste

Working with provinces and territories, we will continue taking bold action to reduce plastic waste, protect our environment, and create good new jobs across the country.

Finishing the fight against COVID-19 and getting the job done on vaccines

Canadians want to finish the fight against COVID. They want to send their kids back to school knowing they’ll be safe. They want to visit loved ones and take vacations, and our small businesses and our communities want to get back to normal and not have to worry about the next lockdown.

In the last year and a half, we’ve been through a lot.

But we’ve been through it together.

When the pandemic began, our Liberal team moved quickly to procure vaccines to keep Canadians safe and healthy.

Thanks to the hard work of Canadians, we’re among the top countries in the world for COVID-19 vaccinations — but we can’t stop there.

To finish the fight against COVID-19, we will:

  • Introduce a COVID-19 Proof of Vaccination Fund that will be available to support provinces and territories who implement a requirement for proof-of-vaccine credentials in their jurisdiction for non-essential businesses and public spaces;

  • Procure enough vaccines so all Canadians can access a free booster shot if they need one; and

  • Invest in research to study the long-term health impacts of COVID-19.

Vaccines are the best way for Canadians to beat this virus and keep everyone, including our kids and seniors, safe and healthy.

That’s why it’s so important that all eligible Canadians get vaccinated, and keep moving forward to finish the fight against COVID-19.

Liberals move forward to deliver more support for seniors who need it most

Seniors deserve a safe and comfortable retirement, but for too many, paying their bills and putting food on the table is a challenge.

A re-elected Liberal government will continue making life more affordable for seniors by increasing the Guaranteed Income Supplement by $500 for single seniors and $750 for senior couples. We’ll also help seniors stay in their homes longer and work with the provinces and territories to improve long-term care so seniors are safe and comfortable wherever they live.

This builds on our $9 billion commitment to provide better care for seniors and frontline care workers, as well as actions we have already taken to make life more affordable for seniors both before and during the pandemic, including:

  • Restoring the retirement age to 65 from 67 after the Conservatives raised it;

  • Increasing the GIS for 900,000 seniors and lifting about 57,000 out of poverty;

  • Providing more than $900 for single seniors and $1,500 for senior couples, on top of regular benefits, for low-income seniors to get through the pandemic.

We had seniors’ backs through the pandemic – supporting them when they needed it the most.

We have to keep moving forward for Canadian seniors.

Asking Financial Institutions to Help Canada Build Back Better

Young Canadians deserve the opportunity to own a home of their own, and that’s why we’re moving ahead with an ambitious plan that will:

  • Help you get your down payment faster, or even rent to own.

  • Get over 1.4 million families into new homes.

  • Crack down on predatory practices.

We’ll ask the largest financial institutions to do more to help Canadians become homeowners and help Canada recover.

We’ll raise the corporate income tax rates of Canada’s largest and most profitable financial institutions to help you afford a home. We’ll also ask them to pitch in over the next four years through the Canada Recovery Dividend, so that everyone gets a fair share of the profits financial institutions gained while Canadians tightened their belts and saved through the pandemic.

We have to rebuild a better, fairer Canada – one that works for everyone.

A Home. For Everyone: Liberals move forward with a new housing plan

All Canadians deserve a safe and affordable place to call home, and many see owning a home as key to building their future and joining the middle class.

With rent increasing and housing prices continuing to rise, many young Canadians don’t see a clear path to affording the same lives their parents had. That’s why our plan will help to ensure that whatever situation or stage of life you’re in, a place to call home will be within reach, for everyone.

A re-elected Liberal government will move forward with a three-part housing plan. A Home For Everyone will:

  1. Unlock Home Ownership: Liberals will help save a family buying their first home up to $30,000.

  2. Build More homes: Liberals will build, preserve, or repair an additional 1.4 million homes in four years.

  3. Protect your Rights: Liberals will create a Home Buyers’ Bill of Rights to make the process of buying a home fairer, more open, and transparent.

Young Canadians aren’t asking for a free house; they’re asking for a fair shot. If we’re going to build a better Canada for everyone, then the deck can’t continue to be stacked against young Canadians.

We have a real plan that will create jobs, grow the middle class, and help ensure Canadians can get a home of their own, and this is just one component of it.

Making Sure Every Canadian Has Access to a Family Doctor or Primary Health Team

Canadians are proud to have one of the best health care systems in the world — a universal, public system that proved to be invaluable during our fight against COVID-19.

A re-elected Liberal government will continue to work with provinces and territories to build a stronger health care system for everyone. We will:

  • Invest $10B to eliminate waitlists — that’s $6B in new funding on top of $4B already committed in budget 2021;

  • Invest $3B to hire 7,500 family doctors, nurses, and nurse practitioners over four years; and

  • Expand virtual health care services to give you flexibility.

And, to recruit more health professionals in rural and remote regions, we will:

  • Increase student loan forgiveness for an expanded list of health professionals (to include dentists, pharmacists, social workers, mental health practitioners and more) who choose to work in rural communities, and

  • Create a tax incentive to make it easier to set up a health practice in these communities.

This means $14B in new investments, on top of the $9B over 5 years that a re-elected government will commit to deliver better care for Canada’s seniors.

10 Days of Paid Sick Leave and Healthy Communities

From the beginning of the pandemic, we acted quickly to make sure Canadians had the support they needed to stay safe and healthy. We introduced measures to support families and businesses, and rapidly procured PPE, medical supplies, and vaccines.

We know there is more to do to keep Canadians safe and finish the fight against COVID-19.

Before the pandemic hit, more than half of workers across Canada had no access to paid sick leave. Canadians deserve safe workplaces and shouldn’t have to choose between their health and paying their bills.

That’s why, if re-elected, we’ll introduce 10 days of paid sick leave for all federally regulated workers, so no one has to make that difficult choice.

We also need to make sure that the places where we work, learn, shop and play are healthy and safe. Better ventilation adds another key layer of defence against COVID-19, so we’ll invest in projects to improve ventilation in our schools and community centres, and create a tax credit to help small businesses improve their ventilation systems.

Liberals move forward to deliver better care for seniors

The COVID-19 pandemic has been devastating for seniors, especially for those living in long-term care and the hardworking people who care for them.

Seniors deserve to live in dignity, safety, and comfort, and their families deserve to feel confident in the care their loved ones receive, no matter where they live.

That’s why our Liberal team has a plan to work with the provinces and territories to better support our seniors and the people who care for them.

We’re going to train up to 50,000 new personal support workers and raise their wages, with a guaranteed minimum wage of at least $25 per hour, and work with the provinces and territories to make our long-term care homes healthier, safer, and more accessible.

To help our seniors stay in their homes longer, we will double the Home Accessibility Tax Credit to provide up to an additional $1,500.

We know that better care for seniors starts with better conditions for our frontline care workers, but Erin O’Toole won’t support the people who care for our parents and grandparents.

We can’t let them take us backward. Let’s move forward — for everyone.

Fighting Wildfires and Adapting to a Changing Climate

We’re in a climate crisis.

And from heatwave to wildfires, Canadians are seeing the impacts of that crisis every day.

Canadians need us to act now to keep them safe and healthy from these extreme weather events.

We can’t wait.

That’s why we’re going to train 1,000 new community-based firefighters and help provide them the equipment they need to keep themselves and others safe.

We will help Canadians make their homes more resilient from the impacts of climate change.

And we’ll partner with the private sector to innovate climate adaptation, including by lowering insurance premiums that would save Canadians money.

Canada can’t go backward to the Harper days, when nothing was done to fight climate change and protect our environment.

We have to move forward — for everyone.

$10 a Day Child Care to Make Life More Affordable for Canadian Families

Raising kids is expensive, and for too many families in Canada, early learning and child care is not accessible.

We have to change that if we’re going to build a Canada that is better for everyone.

That’s why we’re investing in $10 a day child care for all Canadian families. And in Quebec, where child care is already affordable, we’re working with the province to create more spaces and improve working conditions for educators.

Our plan builds a better path forward for Canadian families. And we’ve already signed agreements with eight provinces and territories, covering nearly half of children under six in Canada.

But Erin O’Toole’s Conservatives want to cancel our progress and take us backward. He won’t create a single child care space for families, and he wants to eliminate the 250,000 spaces we’re creating across the country.

We can’t let that happen.
